ABOUT THE ASSOCIATION
Shikhar Complex Owners' Association or SCOA is a registered Society of property owners legally formed for the purpose of managing the maintenance and upkeep of the Shikhar Building Complex situated by the side of Kohka-Junwani Road near Junwani Square in the well known steel city of India, Bhilai.
Though the steel city of Bhilainagar has been in existence for more than 50 years in the Chhattisgarh region of central India, real growth with private participation began here only recently. Bhilai today comprises of the well planned Bhilai Steel Townships called Bhilai Nagar and the Bhilai suburbs, both coming under the Bhilai City Corporation. Bhilainagar having an area of 20 Sq KM is owned and primarily managed by the Bhilai Steel Plant, the largest integrated steel plant under the Public Sector steel major, the Steel Authority of India Limited (SAIL). The adjoining areas outside Bhilainagar has grown in a big way in recent years with property prices sky-rocketing.
Development of property by private colonisers and developers is a new development in Bhilai. Real estate property developers of this area who are pioneers of this area are M/s Chouhan Housing Pvt Limited (CHPL) and M/s BSBK Pvt limited. Shikhar residential and commercial complex is developed by CHPL. The builders have brought in certain levels of luxury and style in residential living for the first time in Bhilai, which was otherwise exposed only to typical residential company quarters Bhilai Steel Plant and Associated Cement Companies (ACC).
SCOA is formed by an association of owners of property in the Chouhan Housing Private Limited-Shikhar [CHPL-Shikhar] which is registered in accordance with the statutes as applicable in the state of Chhattisgarh, for taking care of the common interests of the property owners in the said building complex [CHPL-Shikhar Commercial and Residential Building Complex at Junwani Square, Bhilai] especially concerning with the management and maintenance of the common facilities such as water supply, common electrics and lighting, lifts, generator, cleaning of common areas, waste disposal, external sewerages, security, parking management, etc.
